This section is for people who want to join staff, Suggestions is for making suggestions.  They have discrete non-intersecting purposes and thus two sections are need.

I understand the descriptions are a bit ambiguous.  We'll work on the when we have a few spare moments.  Also now that I think about it, this should be in the moderator's drop box and probably should be locked, so I'm moving it and locking it.
