Roy, you are definitely invited. That is a goal I can get behind. How should we go about it though? Giant Space Laser? Earthquake Device? We have a goal now lets get the plan rolling.

hmmmm well the space lazer has been done to death if were intending to destroy the planet...earthquae device..hmmmm thats newer but idk maybe a gaint tini mini skirt glass dome of dooom? it all depends on what were targeting... a person? a building? a city ? a state? a county? it just depends the idea is worthless if it does more than intended it ruins the whole plan unnesssary liabiltys are a villains worst enemy

Although not a "Super" villain, just your ordinary Steampunk Pirate (looking to further his finances by alleviating the weight felt by others as they tote their heavy coins, to and fro, and always setting an eye out for "booty" wherever I might spy it), I would certainly be willing to entertain an endeavor to appropriate such a device that would render the clothing of a female to a shorter length. I offer my services to such an end ... or beginning as it may be.
